A Comparative Study of Special Development Plan Progress In Ballari And Yadgir Districts

| Abstract | This study examines regional imbalances in the Kalyana Karnataka region with a specific focus on the Ballari and Yadgir districts and the implementation of the Special Development Plan (SDP). The Nanjundappa Committee identified a high concentration of backward taluks in this region, prompting the SDP to reduce disparities. The major objectives are to examine regional imbalances and to evaluate the implementation of the Special Development Plan (SDP), with particular emphasis on the Ballari and Yadgir districts. The study adopts a descriptive-analytical research design to examine financial allocation, expenditure patterns, and developmental outcomes under the Special Development Plan (SDP) in the selected districts. The study period is 2018–19 to 2023–24 as per the dataset. The major finding is SDP implementation shows strong overall performance, with 90.54% of the total released funds successfully utilised, demonstrating effective financial management across the region. Key taluks such as H.B. Halli in Ballari and Shahapur in Yadgir lead in development activity, recording the highest number of SDP works and substantial expenditure levels, indicating strong administrative capacity and better fund absorption in these areas. Finally, they suggest that Backward taluks often face delays due to slow administrative processes; introducing fast-track approvals and simplifying financial procedures will significantly improve the timely utilisation of SDP funds. |
