Reconceptualizing Inclusive Urban Mobility: Developing a Universal Design–Integrated Accessibility Framework for Transforming Street Nodes in Bhawarkuan Square, Indore

Abstract Rapid urbanization in Indian cities has intensified pressure on street intersections, transforming them into highly contested spaces where pedestrian accessibility is frequently compromised. Despite the presence of comprehensive accessibility standards and design guidelines, the spatial configuration of street nodes continues to privilege vehicular movement over inclusive pedestrian experience. This research critically examines the spatial accessibility conditions of Bhawarkuan Square, a major urban intersection in Indore, with the objective of developing a replicable, design-led accessibility framework focused on street-node transformation. The study adopts a hierarchical analytical structure, beginning with a critical review of accessibility discourse and universal design principles, followed by an in-depth examination of wo successful international and national precedents; London and Pune; to establish spatial benchmarks grounded in statutory standards and urban design regulations. These benchmarks are then comparatively evaluated against the existing conditions at Bhawarkuan Square through detailed site observation, spatial audits, and a simulated user perception assessment representing an equivalent sample of one hundred users. This approach enables quantitative interpretation of pedestrian discomfort, safety concerns, and navigational barriers without
relying on time-intensive primary surveys. Focusing on a single strategically selected node within Bhawarkuan Square, the research identifies critical spatial deficiencies related to sidewalk continuity, curb transitions, crossing geometry, tactile guidance, and pedestrian priority. Based on these findings, a Universal
Design–integrated accessibility framework is proposed, translating policy intent and best practices into tangible spatial interventions. The selected node is developed as a demonstrative model, intended to guide the systematic transformation of remaining nodes within the square. The study concludes by emphasizing design implementation as the central instrument for
achieving accessibility, arguing that inclusive mobility must be embedded in spatial decision- making rather than treated as a regulatory afterthought. By grounding accessibility in measurable spatial parameters and precedent-informed design logic, the research contributes a pragmatic yet theoretically robust framework applicable to similar urban intersections in Indian cities.
