Reinventing Bihar: Governance, Investment, and Human Capital as Drivers of Socio-Economic Transformation – A Management Perspective

| Abstract | Bihar, historically plagued by underdevelopment and labeled as part of the "BIMARU" states, has undergone a remarkable socio-economic transformation since 2005, driven by governance reforms, increased investments, and human capital enhancements. This paper adopts a management perspective to analyze these drivers, examining how strategic policy implementation, investment inflows, and skill development initiatives have propelled Bihar's Gross State Domestic Product (GSDP) growth to an estimated 22% for 2025-26, positioning it among India's fastest-growing states. Despite progress, challenges like low per capita income (Rs. 69,000 in 2024-25, one-third of the national average), high poverty (33.76% multidimensionally poor), and lagging human development indicators persist. Drawing on recent data and literature, the study highlights management implications for sustainable growth, including resource-based strategies, stakeholder engagement, and innovation in low-resource contexts. Key findings suggest that integrated approaches, such as public-private partnerships and skill-based interventions, are essential for inclusive development. The paper concludes with recommendations for management researchers to explore adaptive frameworks for emerging economies like Bihar. |
