Core Government of Mizoram's Flagship Development Programmes: A Critical Analysis of NLUP,SEDP and Hand Holding Policy(Bana Kaih)

Abstract This paper critically examines three flagship development interventions of the Government of Mizoram—the New Land Use Policy (NLUP), the Socio-Economic Development Programme (SEDP), and the Handholding Policy (Bana Kaih)—as strategic responses to persistent development constraints in a landlocked hill state characterised by shifting cultivation (jhum), livelihood insecurity, and limited non-farm opportunities. Drawing on academic literature, policy documents, and empirical evidence, the paper analyses programme design, implementation mechanisms, beneficiary coverage, outcomes, and constraints. The findings indicate that while the programmes share common objectives of poverty reduction and livelihood diversification, their effectiveness is constrained by issues of beneficiary selection, institutional coordination, monitoring, and market access. The paper argues that integrated implementation, strengthened technical support, and improved market linkages are essential for enhancing the long-term sustainability of these flagship initiatives.
