| Abstract | Women-led micro, small and medium enterprises (MSMEs) in millet value chains are emerging as engines of rural transformation, nutrition security and inclusive growth. However, scaling such enterprises beyond subsistence levels has historically faced barriers including limited access to finance, technical capacity, market linkages, and production infrastructure. This case study examines how the Deccan Development Society Krishi Vigyan Kendra (DDS KVK) in Sangareddy district, Telangana, partnered with NABARD’s Livelihood and Enterprise Development Programme (LEDP) to establish a fully operational Community Production Centre (CPC) with a capital outlay of ₹50 lakh, mechanization support, and women-centric training to scale millet MSMEs. Through mixed-methods research — including primary surveys, key informant interviews, field observations and secondary policy analysis — the study documents the transformation of women farmers into enterprise founders, machinery-enabled production units, and community-based millet value chains. Key achievements include enhanced employment opportunities for rural women, successful market penetration of millet-based products, implementation of LEDP value-chain support, and sustainable enterprise growth. The paper concludes with policy implications for scaling similar women-led enterprises nationally. |
