Educational reforms in Ghana: Challenges and opportunities

Abstract This paper provides a comprehensive analysis of educational reforms in Ghana, exploring the historical trajectory, contemporary challenges, and emerging opportunities within the nation’s education system. Drawing on a qualitative case study approach, the study synthesizes policy documents, empirical data, and insights from key stakeholders to assess the effectiveness and limitations of major reforms, including the Free Compulsory Universal Basic Education (FCUBE) and the Free Senior High School (SHS) policy. The paper concludes with actionable recommendations for strengthening teacher capacity, investing in infrastructure, modernizing curricula, promoting equity, leveraging technology, and fostering multi-sectoral partnerships. These strategies are essential for building an education system that is resilient, inclusive, and responsive to the developmental needs of Ghana.
