Utilization of Online Registration Towards E-governance in Selected Barangays of North Caloocan: Basis for Enhancement Plan

Abstract The growing demand for efficient, transparent, and accessible public services has accelerated the adoption of digital governance systems among local government units. This study examines the utilization of online registration in enhancing e-governance in the People’s Day program in selected barangays of District 3, North Caloocan. Specifically, the research evaluates the effectiveness of an online registration system in terms of ease of navigation, reasonableness of waiting time, fairness and equality, efficiency of service delivery, and accessibility of services. A descriptive–quantitative research design was employed, involving 50 respondents composed of community officers and constituents who regularly participate in the People’s Day program. Data were gathered using structured survey questionnaires and analyzed through frequency distribution, percentage, and weighted mean. The findings reveal that while the current walk-in system is generally understandable for users, it is limited by long waiting times and operational inefficiencies. Respondents demonstrated a favorable perception toward the proposed online registration system, indicating that it could significantly reduce waiting time, improve transparency, enhance service efficiency, and minimize favoritism associated with the “palakasan” system. However, the results also highlight the existence of a digital divide, emphasizing the importance of inclusive implementation strategies. The study recommends the adoption of a hybrid service delivery model combining online registration with assisted walk-in services to ensure equitable access while strengthening e-governance at the local level.
