The Architecture of Growth: Drivers of India’s Ethanol Expansion

Abstract This paper examines the factors behind the sharp increase in ethanol production in India over the past decade. As ethanol blending has become a central element of India’s energy and agricultural strategy, it explores what has driven this rapid expansion. The issue is significant due to its implications for energy security, agricultural surplus management, environmental sustainability and economic stability in an oil-import-dependent economy. Five key factors associated with this growth are identified: the long-term policy vision of the Indian government, the availability of agricultural surplus, volatility in agricultural and fuel prices, the proven technical and economic feasibility of ethanol and the impact of global geopolitical disruptions such as the Russia–Ukraine conflict, with a focus on observed trends rather than predetermined conclusions.
