Risk Assessment Frameworks for Power Platform Citizen Development in Regulated Industries A Comprehensive Whitepaper for Enterprise Risk Management Enterprise Risk & Compliance Advisory

| Abstract | This whitepaper presents a comprehensive risk assessment framework specifically designed for Microsoft Power Platform citizen development initiatives within regulated industries, including healthcare, financial services, pharmaceuticals, and government. As low-code development platforms increasingly empower non-technical employees to build business applications, organizations face unprecedented challenges in maintaining compliance with regulatory mandates such as HIPAA, SOX, GDPR, FDA 21 CFR Part 11, and FedRAMP. The paper identifies and categorizes critical risk domains—security, compliance, data privacy, operational continuity, and shadow IT—and maps them against established risk management frameworks including NIST RMF, ISO 31000, and COBIT. A tiered governance model is proposed that classifies citizen-developed applications by risk level and applies proportionate controls, supported by a Center of Excellence structure. Drawing on real-world case studies from organizations such as Lloyds Banking Group, Shell, and Equinor, the framework demonstrates how enterprises can enable citizen-led innovation while satisfying regulatory obligations. The whitepaper concludes with actionable recommendations for environment segmentation, data loss prevention, automated compliance monitoring, and continuous governance evolution. |
