Data, Systems, and Reporting Upgrades for Basel 4: A Technical Playbook

Author(s) Ravikumar Mani Naidu Gunasekaran
Country United States
Abstract Basel 4 (the industry shorthand for the Basel III finalization package of December 2017) introduces a materially revised Standardized Approach for Credit Risk (SA CR), constraints on IRB models, a binding 72.5% output floor, and expanded Pillar 3 disclosures. These reforms translate directly into data, systems, and reporting changes that banks must operationalize across jurisdictions. This playbook provides a step by step technical blueprint—covering data lineage and LTV governance, SA CR grading engines, ECRA/SCRA integration for bank exposures, CRM eligibility controls, output floor forecasting, and CRR3/PRA/US reporting changes—with concrete milestones, operating models, and architecture patterns. The guidance aligns to the consolidated Basel CRE chapters (CRE20–22), and to EU CRR3/CRD6, UK Basel 3.1, and the U.S. Basel III Endgame NPR timelines.
