Abstract This study assessed the training needs of nursing service staff at Medcor Dasmariñas Hospital and Medical Center, Inc. as basis for a proposed training program for service improvement. Using the Three-Level Training Needs Assessment Model by McGehee and Thayer (1961), the study employed a mixed-methods design utilizing a structured survey instrument with both closed-ended and open-ended questions administered to 45 nursing service personnel across various clinical units within the institution only. Descriptive statistics were used to analyze quantitative data while content analysis was applied to qualitative responses. Findings revealed that while nursing staff demonstrated adequate competency in patient safety and risk management, infection prevention and control, and basic life support, significant gaps were identified in specialized clinical competencies. Ventilator management, critical care medication titration, advanced cardiac life support, hemodynamic monitoring, and surgical instrument preparation were identified as priority training areas. Unit-specific needs further highlighted advanced emergency response and trauma management in the Emergency Room, critical care competencies in the ICU and NICU, and perioperative skills in the Operating Room and Delivery Room. Organizational findings indicated that workload and scheduling constraints remain primary barriers to training participation. Based on these findings, a comprehensive competency-based nursing training program is proposed, prioritizing critical care and emergency nursing competencies, flexible training schedules, collaboration with accredited training organizations, and integration with the hospital's quality improvement initiatives. This study revealed the importance of conducting a TNA as a foundational step in building a competent and service-ready nursing workforce in a newly-opened healthcare institution.
