Cybersecurity and Data Sovereignty in E-Governance: Strengthening Digital State Capacity and Democratic Accountability in India

Abstract The rapid growth of e-governance in India has revolutionized public administration substantially through digital identity systems, integrated service platforms, and centralized data infrastructures. But these innovations have also raised cybersecurity risks to governance systems, and fuelled discussion about data sovereignty, while improving efficiency and accessibility. This article discusses the linkages between cybersecurity, digital capabilities of the state and constitutional governance in India. The paper argues that cybersecurity is not just a technological issue but a core component of democratic digital governance, drawing on doctrinal analysis, policy documents and secondary evidence. It also argues that data sovereignty must be framed within an equilibrium of strategic autonomy, economic integration and constitutional safeguards. The study concludes with recommendations for institutional reforms to increase cyber resilience and augment public trust in the digital governance ecosystem in India.
