Impact of MGNREGA on Rural Employment and Livelihood Security: A Study of Bhojpur District, Bihar

| Abstract | The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is one of the largest social security programs aimed at providing guaranteed employment and enhancing livelihood security in rural India. This conceptual study examines the impact of MGNREGA on rural employment and livelihood security with a special focus on Bhojpur district, Bihar. The study is based on secondary data collected from government reports, research journals, and policy documents. The findings from various studies indicate that MGNREGA has significantly contributed to employment generation by providing wage employment opportunities to rural households, particularly during agricultural off-seasons. It has also played a crucial role in reducing rural poverty, distress migration, and income inequality. The scheme ensures livelihood security by offering a minimum number of working days and improving financial stability among beneficiaries. However, despite its positive contributions, several challenges persist, including delays in wage payments, lack of awareness among beneficiaries, administrative inefficiencies, and instances of corruption. The study highlights that awareness regarding rights and entitlements under MGNREGA remains limited in rural areas, which affects the effective utilization of the scheme. Overall, the study concludes that MGNREGA has a significant positive impact on rural employment and livelihood security, but its effectiveness depends largely on proper implementation, transparency, and governance. The paper provides valuable insights for policymakers to strengthen the scheme and improve its outcomes in regions like Bihar. |
