Abstract The paper critically analyses the Information Technology Act 2000 (amended 2008), Indian Penal Code and related legislation taking the help of statutory provisions, judicial precedents, government data and feminist legal theory. It examines the structural gaps in enforcement, the part played by digital platforms in prolonging harm, and the psychosocial impact of online harassment on victims. The paper also studies comparative legal frameworks from the United Kingdom, Australia and the United States to derive lessons for India. Finally, the paper offers a suite of holistic reforms – legislative, institutional and technological – to generate a safer, more equitable digital environment for women and gender minorities in India.
