Level Of Effectiveness of the Barangay Council for the Protection Of Children (BCPC) toward Children in Conflict with the Law (CICL) Programs in District 8, Baguio City

Abstract This study assessed the effectiveness of the Barangay Council for the Protection of Children (BCPC) programs for Children in Conflict with the Law (CICL) in District 8, Baguio City across the pre-offense, during-offense, and post-offense phases. Specifically, it examined the implementation and effectiveness of prevention, intervention, and reintegration programs and identified the challenges encountered by BCPCs in carrying out these services. A descriptive research design was employed involving BCPC members from FILE and UNFILE barangays. Data were gathered through a structured survey questionnaire and analyzed using weighted mean and descriptive statistics. Findings revealed that prevention, intervention, and reintegration programs were generally “Often Implemented.” Prevention activities, particularly community awareness campaigns and family outreach programs, emerged as the strongest component. Intervention programs were effective in facilitating case monitoring and referrals, although access to legal and psychosocial services remained inconsistent. Reintegration programs benefited from peer mentoring and community support but showed weaknesses in education reentry, skills training, and livelihood opportunities. Overall effectiveness was rated Very Effective by FILE barangays and Effective by UNFILE barangays. Major challenges included the absence of updated operational guidelines, weak registry and documentation systems, delayed fund releases, logistical constraints, and persistent community stigma and limited family cooperation. The study concludes that BCPC effectiveness is influenced not only by the availability of programs but also by enabling systems such as clear operational standards, sustainable funding, efficient information management, strong inter-agency partnerships, and community support mechanisms. It is recommended that barangays strengthen standard operating procedures, improve referral systems, expand reintegration pathways, and institutionalize sustainable support structures to enhance CICL program implementation and outcomes.
