Road Connectivity under PM JANMAN and Socio-Economic Transformation among PVTGs in India: Progress, Challenges, and Policy Implications

| Abstract | Particularly Vulnerable Tribal Groups (PVTGs) constitute the most marginalized segment among India's Scheduled Tribes due to their geographical isolation, low literacy levels, limited livelihood opportunities, and restricted access to essential public services. The absence of all-weather road connectivity has historically contributed to social exclusion, poor health outcomes, educational deprivation, and economic vulnerability among these communities. Recognizing these challenges, the Government of India launched the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) in November 2023 with a mission outlay of ₹24,104 crore to provide saturation coverage of basic services and infrastructure to 75 PVTG communities across 18 States and one Union Territory. Among the eleven intervention areas under the mission, road connectivity occupies a strategic position as an enabling infrastructure that supports healthcare delivery, educational access, livelihood enhancement, and welfare service outreach. This paper examines the significance of road connectivity interventions under PM JANMAN and their potential contribution to socio-economic transformation among PVTGs. Adopting a descriptive-analytical design based primarily on secondary sources, including government reports, policy documents, implementation guidelines, and published literature, the study assesses the rationale, progress, expected outcomes, and implementation challenges associated with connectivity initiatives. The analysis suggests that improved road infrastructure can substantially reduce physical isolation, decrease travel time to health and educational facilities, enhance market access, strengthen administrative outreach, and improve participation in welfare programs. However, challenges relating to difficult terrain, environmental sensitivities, maintenance deficits, and institutional coordination continue to influence implementation outcomes. The paper argues that road connectivity should be viewed not merely as a transport intervention but as a catalyst for inclusive development, social justice, and human capability enhancement among PVTGs. Sustainable outcomes require integrated planning, climate-resilient infrastructure, community participation, and continuous monitoring to ensure long-term developmental benefits. |
