Abstract
Small and cottage industries play a significant role in promoting inclusive rural development by generating decentralized employment, supporting livelihood diversification, and strengthening the rural non-farm economy. These enterprises, characterized by low capital intensity, local resource utilization, and high labour absorption, create economic opportunities for small farmers, women, artisans, youth, and marginalized communities who often remain excluded from large-scale industrial and urban labour markets. By providing supplementary and home-based employment, small and cottage industries help reduce disguised and seasonal unemployment in agriculture, stabilize household income during lean periods, and minimize distress-driven rural–urban migration. Beyond economic benefits, the sector contributes to social empowerment through self-help groups, skill development, entrepreneurship, and the preservation of traditional crafts and cultural heritage.
However, despite their developmental potential, small and cottage industries face persistent challenges such as limited access to institutional credit, technological gaps, weak market linkages, infrastructural deficiencies, and vulnerability to competitive market pressures. Strengthening policy support through cluster-based development, digital integration, improved financial inclusion, design and marketing support, and capacity-building initiatives is essential to enhance productivity, sustainability, and social outreach. Overall, small and cottage industries serve as key drivers of inclusive and resilient rural development, contributing to employment generation, poverty reduction, gender empowerment, and balanced regional growth.
