| Abstract | Entrepreneurship is widely recognised as an engine of economic growth, innovation, and job creation. The economic liberalisation reforms introduced in India in 1991 substantially changed the entrepreneurial environment across states. Andhra Pradesh, known for its assertive governance and reform-oriented policies, has experienced a substantial evolution in its entrepreneurial culture over the last three decades. This paper studies the development of entrepreneurial culture and government policies in Andhra Pradesh from 1991 to 2026. Using secondary data drawn from government policy documents, MSME reports, and academic literature, the study analyses policy phases, cultural transitions, and institutional support mechanisms. The studies confirm a gradual shift from a risk-averse, necessity-driven entrepreneurial culture to an opportunity-driven, innovation-oriented ecosystem. Despite considerable progress, regional inequalities, monetary constraints, and implementation challenges continue to affect entrepreneurial development. The study ends with policy recommendations to strengthen Andhra Pradesh's entrepreneurial ecosystem. |
