| Abstract | This study examines the evolving landscape of financial assistance for rural startup entrepreneurs in Andhra Pradesh, specifically focusing on the pivotal roles of Regional Rural Banks (RRBs) and Co-operative Banks. In light of the "Swarnandhra Vision 2047" and the "One State-One RRB" policy implemented on May 1, 2025, the institutional framework has undergone a massive consolidation to enhance credit delivery. By analyzing secondary data from the State Level Bankers’ Committee (SLBC), NABARD, and the Ministry of MSME, this report assesses the efficacy of credit-linked subsidies, the impact of the newly established Ratan Tata Innovation Hubs (RTIH), and the structural bottlenecks hindering rural industrialization. The research finds that while the amalgamation into the unified Andhra Pradesh Grameena Bank has significantly increased capital adequacy and loan disbursal rates (exceeding FY 2024-25 targets by 116%), significant gaps remain in digital penetration and collateral-free lending for first-generation entrepreneurs. The study concludes with strategic recommendations for fostering a sustainable "One Family-One Entrepreneur" ecosystem by 2030. |
