Women and Youth Entrepreneurship: Strategies for Inclusive Startup Leadership

| Abstract | Entrepreneurship plays a pivotal role in fostering innovation, employment generation, and inclusive economic development. However, participation and leadership within startup ecosystems remain uneven, particularly among women and youth from underrepresented socio-economic backgrounds. Despite policy interventions and global advocacy for inclusive growth, systemic barriers such as restricted access to finance, socio-cultural constraints, limited mentorship, digital exclusion, and institutional inefficiencies continue to impede their entrepreneurial engagement. This paper examines the structural challenges faced by women and youth entrepreneurs and identifies strategies to enhance their participation and leadership in startup ventures. Adopting a multidisciplinary approach that integrates insights from economics, gender studies, education, public policy, and innovation management, the study relies on secondary data analysis, policy review, and thematic synthesis of global and national entrepreneurship literature. Special emphasis is placed on Indian initiatives such as Startup India and Stand-Up India, along with international frameworks promoted by the United Nations Sustainable Development Goals (SDGs). The findings reveal that financial assistance alone is insufficient to ensure inclusive entrepreneurship. Effective participation requires integrated interventions encompassing skill development, mentorship networks, digital empowerment, simplified regulatory mechanisms, and representation in leadership and decision-making structures. The study proposes a Five-Pillar Inclusive Startup Leadership Framework focusing on financial access reform, capacity building, institutional support, digital inclusion, and leadership representation. The paper concludes that fostering women and youth entrepreneurship is essential for sustainable and equitable economic growth and requires coordinated efforts from governments, educational institutions, financial bodies, and private stakeholders. |
