Startup Entrepreneurship and Economic Growth in India: A Policy Impact Assessment

Author(s) G. Chandra Sekhar, Prof. G. Venkata Naidu
Country India
Abstract India’s startup ecosystem has undergone significant structural transformation over the past decade, emerging as one of the world’s largest innovation-driven entrepreneurial hubs. With strategic interventions under flagship initiatives such as Startup India and Digital India, the Government of India has fostered an enabling environment that promotes innovation, technology adoption, and enterprise creation. The policy framework emphasizes ease of doing business, financial inclusion, credit guarantees, incubation support, tax incentives, and intellectual property facilitation. The expansion of startups is no longer confined to metropolitan technology clusters but has diversified into emerging sectors such as fintech, biotechnology, artificial intelligence, renewable energy, agritech, and green entrepreneurship. States like Maharashtra, Karnataka, Gujarat, Uttar Pradesh, and Delhi have demonstrated notable performance in startup recognition, employment generation, and investment mobilization, while southern and western states show relatively higher institutional support and credit facilitation mechanisms.
Despite robust growth indicators and increasing investor confidence, the ecosystem continues to face persistent challenges, including funding volatility, regulatory uncertainty, skill mismatches, infrastructural gaps, cybersecurity risks, and limited intellectual property enforcement. Furthermore, compliance burdens related to taxation, data protection norms, and cross-border digital transactions present operational constraints for early-stage enterprises. This study critically evaluates the effectiveness of contemporary government policies in strengthening startup-led economic development, examines inter-state disparities, and identifies structural bottlenecks affecting sustainability. It argues that long-term startup success in India depends on deepening financial markets, strengthening innovation governance, enhancing human capital, and ensuring regulatory predictability. The paper concludes with policy recommendations aimed at building an inclusive, resilient, and globally competitive startup ecosystem capable of accelerating employment generation, technological advancement, and sustainable economic growth.
