Roots of Prosperity: Rural and Agri-Entrepreneurship as the Foundation of Viksit Bharat @2047

Abstract As India aspires to become a developed nation by 2047, the transformation of its rural economy must be central to the Viksit Bharat vision. With 60 percent of Indians living in rural areas and agriculture employing nearly 46 percent of the workforce, rural and agri-entrepreneurship represents not just an economic opportunity but a national imperative. This paper examines the potential of entrepreneurship in agriculture, rural crafts, and allied sectors to drive inclusive growth, generate employment, and revitalize rural livelihoods. Drawing on recent policy initiatives—including the Union Budget 2026-27's ₹6,153 crore allocation to animal husbandry and the ₹500 crore Integrated Scheme for Entrepreneurship Development—the analysis reveals a rapidly evolving ecosystem. Through detailed case studies of successful ventures—from Hydrogreens' low-cost hydroponic innovation transforming fodder cultivation across six states to women-led agri-tech startups building AI-enabled hydroponic networks, and from Farmer Producer Organizations revitalizing rural communities in Meghalaya to the Maharashtra SMART program positioning women as agribusiness leaders—the paper illustrates the transformative potential of rural enterprise. It evaluates the enabling ecosystem: government schemes like the One District One Product initiative covering 1,102 products across 761 districts, institutional support through over 44,000 Farmer Producer Organizations formed since 2013, and emerging market linkages via digital platforms. The paper identifies critical gaps: inadequate access to formal credit, governance challenges in Farmer Producer Organizations, the urgent need to reskill 15-18 crore workers for high-tech agri-roles, and the minimal corporate investment in agriculture at merely 0.2 percent compared to farmers' 85 percent contribution. It concludes with policy recommendations for mainstreaming rural entrepreneurship in India's development strategy, arguing that a truly developed India must see prosperity reach its villages.
