Libraries, Labs, and Startups: The Role of Information Centers in Fostering Technology-Driven Enterprise

| Abstract | The library, traditionally conceived as a silent repository of books, is undergoing a fundamental transformation. Across India, libraries are being reimagined as dynamic hubs of innovation—equipped with makerspaces, digital fabrication tools, co-working facilities, and incubation support. This paper examines the evolving role of information centers in fostering technology-driven entrepreneurship, arguing that libraries constitute critical but underutilized infrastructure for start-up ecosystems. Drawing on case studies from across India—including Kerala's STRIDE Maker Studio at Sarvodaya Library (India's first library-based inclusive innovation hub), Tamil Nadu's network of modern libraries with dedicated incubation and science centres, Technoventor's 85 innovation labs across 35 cities, IIT Madras's 'Startups for All' platform democratizing startup information, and Hyderabad's Founders Library for entrepreneurial learning—this paper demonstrates how libraries are bridging the gap between information access and enterprise creation . The research reveals that successful library-based entrepreneurship support employs a distinctive set of strategies: integration of physical and digital infrastructure, community embeddedness, partnership with technical institutions, and alignment with national programs like Startup India and Skill India. The paper documents significant impact metrics—Tamil Nadu's new libraries attract thousands of daily visitors and have already produced successful competitive exam candidates; Technoventor's labs mentor over 1,400 students daily; IIT Madras's platform hosts data on 2.75 lakh startups, 15,000 angel investors, and 5,500 venture capital firms. However, persistent challenges remain: uneven geographical distribution, inadequate funding for technology infrastructure, and the need for trained personnel to guide entrepreneurial users. The paper concludes with policy recommendations for transforming India's 54,000+ public libraries into a national network of entrepreneurship support centers. |
