Telemedicine and Digital Healthcare Accessibility in Kerala: A Review and Policy Analysis

The rapid advancement of Information and Communication Technology (ICT) has transformed healthcare delivery systems worldwide, with telemedicine emerging as a crucial component of digital healthcare. Telemedicine enables healthcare providers to offer consultation, diagnosis, monitoring, and treatment services remotely, thereby reducing geographical barriers and improving healthcare accessibility. In India, initiatives such as the National Digital Health Mission, Ayushman Bharat Digital Mission, and eSanjeevani Telemedicine Services have accelerated the adoption of digital healthcare practices. Kerala, known for its robust healthcare infrastructure, high literacy rate, and strong public health system, has witnessed significant growth in telemedicine utilization, particularly after the COVID-19 pandemic.
This study examines the role of telemedicine in enhancing healthcare accessibility in Kerala through a review and policy-analysis approach. The study is based on secondary data collected from government reports, policy documents, journal articles, and publications from national and international organizations. The analysis explores the evolution of telemedicine services, digital healthcare initiatives, opportunities, challenges, and policy interventions related to healthcare accessibility in Kerala.
The findings indicate that telemedicine has contributed substantially to reducing travel costs, improving access to specialist healthcare services, strengthening continuity of care, and enhancing healthcare delivery in rural and underserved areas. However, challenges such as digital literacy gaps, connectivity issues, data privacy concerns, and technological disparities continue to influence the effectiveness of digital healthcare systems. The study highlights the need for sustained investments in digital infrastructure, capacity building, and inclusive healthcare policies. The paper contributes to the growing literature on digital health and provides policy recommendations for strengthening telemedicine and achieving equitable healthcare accessibility in Kerala.
