Regional Disparities Faced by Odisha's KBK Districts: A Comparative Analysis and Policy Roadmap

| Abstract | The KBK region of Odisha comprising the historically backward districts of Kalahandi, Bolangir, Koraput (later reorganised into eight districts) has long suffered extreme poverty, malnutrition, and poor infrastructure. In the 1990s, targeted interventions like the Long Term Action Plan(LTAP), Revised Long Term Action Plan (RLTAP), Biju KBK schemes, were launched to reverse these trends. This paper uses recent data especially the NITI Aayog Multidimensional Poverty Index (MPI) 2019–21, and NFHS-5 to compare the KBK region vs. the rest of Odisha on key indicators of literacy, child malnutrition, infant mortality, access to water, electricity, roads, tribal share, migration, and employment. Results show stark inter- district disparities. KBKs MPI headcount (~44%) is several times Odisha’s average (15.7%), female literacy (~45.6%) lags far behind state (~64.4%), and public services remain weaker. The analysis links these gaps to historical neglect, governance issues, example poor scheme uptake, administrative vacancies, and the persistence of Naxalism driven by deprivation. We identify policy gaps like scheme stagnation, insufficient targeting, lack of economic opportunities. The study proposes recommendations for a new integrated KBK development roadmap with clear targets like village connectivity, halving poverty , bolstered institutions with fully staffed KBK administrator, and enhanced social investment in education, nutrition, roads with rigorous monitoring. The trajectory shows improvement but sustained, targeted efforts with measurable goals are still needed. |
