Bridging the Gap to Universal Health Care: An Evaluation of PhilHealth Konsulta Primary Care Model

| Abstract | Universal Health Care (UHC) seeks to ensure that all individuals have access to quality health services without suffering financial hardship. In the Philippines, the enactment of the Universal Health Care Act marked a significant step toward achieving equitable and accessible healthcare for all Filipinos. As part of its implementation, the PhilHealth Konsulta Package was introduced to strengthen primary healthcare by providing members with access to consultations, preventive services, selected laboratory tests, and essential medicines through accredited healthcare providers. Despite the expansion of healthcare programs, challenges such as limited awareness, underutilization of services, and disparities in healthcare access remain evident in many communities. Evaluating the effectiveness of the PhilHealth Konsulta Package is therefore essential to determine whether it is meeting its objectives of improving access to primary healthcare and supporting the goals of Universal Health Care. This study assessed the implementation of the PhilHealth Konsulta Package at the Provincial Hospital of South Cotabato by examining beneficiaries’ awareness and perceptions regarding its effectiveness. The findings provide valuable insights into the program’s contribution to strengthening primary healthcare services and bridging the gap toward achieving Universal Health Care in the Philippines. |
