Work Performance of Employees in the Local Government Unit of Kalibo: Basis for Policy Enhancement

| Abstract | Employee performance plays a vital role in the effectiveness of local government units (LGUs), yet there is limited evidence regarding the influence of organizational factors on employee performance in the LGU of Kalibo, Aklan. This study examined the work performance of LGU employees in relation to job satisfaction, job commitment, job involvement, and job motivation, as well as selected organizational factors such as promotion opportunities, capability-building activities, working environment, and relationships with co-workers. Using a descriptive-correlational research design, data were collected and analyzed to determine the level of employee work performance and the relationship between organizational factors and performance. The findings revealed that employees generally demonstrated a positive level of work performance. Although the results showed no statistically significant relationship between the identified organizational factors and employee performance, several trends highlighted areas requiring organizational attention. In particular, concerns related to promotion practices, access to professional development opportunities, and workplace support emerged as important considerations. The study concludes that strengthening human resource management practices may contribute to greater employee engagement and organizational effectiveness, even in the absence of significant statistical associations. It is recommended that the LGU adopt transparent and merit-based promotion systems, provide equitable access to training and development programs, and foster a supportive work environment that promotes collaboration and employee recognition. These measures may enhance workforce capability, improve service delivery, and support the overall performance of local government institutions. |
