Open and Distance Learning as a Tool for Community Empowerment: An Empirical Study with Reference to YCMOU Learners

Abstract Open and Distance Learning (ODL) has increasingly gained prominence as an alternative mode of higher education that supports equity, flexibility, and lifelong learning. In the Indian context, ODL institutions have played a critical role in addressing disparities in access to higher education among diverse learner populations. Yashwantrao Chavan Maharashtra Open University (YCMOU) has been instrumental in extending educational opportunities to learners from rural, working, and socially disadvantaged backgrounds. The present empirical study investigates learners’ access to and utilization of ODL at YCMOU, their learning experiences and development of self-learning abilities, the nature of skills acquired through ODL, and the contribution of ODL to social and community empowerment. Employing a descriptive survey design, primary data were collected from 50 learners enrolled in undergraduate B.Ed. Special Education programmes. The findings reveal that participation in ODL positively influences learners’ academic autonomy, skill development, socio-economic status, and engagement in community life. The study underscores the potential of ODL as a viable mechanism for individual advancement and community empowerment.
