The Evolution of Local Governance in India: A Critical Analysis of Women's Participation and Empowerment:A case study

Abstract The research examines the evolution of local governance in India, focusing on the impact of thePanchayati raj Institution after 73rd Amendment and its implications for women participation andempowerment. Using a case study of a village in the Jhalawar district of Rajasthan, the studyanalyses the key factors influencing the trajectory of local governance and the specific challenges
and opportunities faced by women in accessing and exercising power within these newlydemocratised spaces. It considers pre-existing social structures, traditional power dynamics, and therole of capacity building initiatives in shaping women engagement with local political institutions.By examining the lived experiences of women in Jhalawar, this research aims to provide insights
into the complex interplay of constitutional mandates, socio-cultural norms, and individual agencyin shaping the landscape of local governance in India.The evolution of local governance in India hasbeen shaped by a complex interplay of constitutional reforms, social movements, and fluctuatingpolitical priorities. India colonial legacy, characterised by a highly centralised system ofadministration, was challenged by the nationalist movement, which advocated for greater
decentralisation and self-governance at the local level . The 73rd Amendment to the IndianConstitution, enacted in 1992, marked a significant step in this direction, mandating theestablishment of Panchayati Raj Institutions as the foundation of local governance. Guha, arenowned historian of Indian democracy, has highlighted Mahatma Gandhi long-standingemphasis on the importance of Panchayati Raj and local governments . However, the actualimplementation and effectiveness of this constitutional mandate have been uneven across the
country.
