Orbital Mirror Deployment for Climate Intervention: A review of Environmental Challenges and Future Implications

Abstract The proposed deployment of orbital mirrors for solar radiation management, climate intervention, and ancillary commercial applications represents one of the most consequential technological trajectories of the twenty-first century. Despite repeated warnings from the scientific community regarding transboundary ecological and atmospheric harms, the licensing frameworks through which individual states authorize non-governmental space activities under Article VI of the Outer Space Treaty remain fragmented, narrowly technical, and largely indifferent to systemic ecological risk. This paper undertakes a critical evaluation of how the grant of permission by sovereign states for space-based mirror installation, and the broader commercialization of orbital reflectors, intersects with documented ecological vulnerabilities. Drawing on empirical atmospheric chemistry findings, ecological light-pollution research, space-debris sustainability literature, and space-law doctrine, we argue that current state-level licensing regimes constitute an unacceptable institutional mismatch with the planetary-scale risks that orbital mirrors would impose. The analysis concludes that without a comprehensive environmental impact-assessment requirement, a binding planetary-boundaries-style framework for the orbital commons, and explicit obligations concerning ecological harm, state authorization acts as a permissive conduit for ecologically grim externalities.
