Digital Democracy and Electoral Integrity: Regulating Social Media Influence in Developed and Developing Societies

Abstract Background: The rapid growth of digital technologies and social media has transformed democratic governance and electoral processes by enhancing political participation and information access. However, it has also introduced challenges such as misinformation, AI-generated content, algorithmic manipulation, automated bots, and foreign interference, threatening electoral integrity.
Objective: This study investigates the influence of social media on electoral integrity by comparing developed and developing societies and evaluating the effectiveness of existing legal and regulatory frameworks in addressing digital election challenges.
Methods: A mixed-methods research design was employed, integrating comparative legal analysis, qualitative case studies, content analysis of social media, stakeholder interviews, and quantitative survey data analysis.
Results: Social media enhances political participation and civic engagement but also increases misinformation, polarization, and electoral risks. Developed countries have stronger regulatory systems, while developing countries face weaker enforcement and limited digital literacy.
Conclusion: This study recommends adaptive and context-specific regulatory frameworks that enhance transparency, cybersecurity, digital literacy, and platform accountability through collaboration among governments, election authorities, technology companies, and civil society.
