An Analysis of Enrolment Trends and Loss Ratios under PMFBY and RWBCIS in India

Abstract Crop insurance in India has evolved through several schemes implemented over time. The most recent schemes are Pradhan Mantri Fasal Bima Yojana (PMFBY) and Restructured Weather Based Crop Insurance scheme (RWBCIS), launched in 2016. Since their implementation, PMFBY and RWBCIS have undergone several institutional and operational changes. Therefore, it becomes important to examine how participation pattern and loss ratios have changed over time to understand the current trajectory of the schemes. Using state/UT level data from the PMFBY portal for the period 2018 to 2024, this study analyses the overall, season-wise, and state/UT wise trends in the number of farmers insured, and the loss ratios under PMFBY and RWBCIS. The findings revealed that although the number of farmers insured declined and subsequently recovered during the study period, the pattern of recovery varied across seasons and schemes. A similar variation was also observed in the loss ratios, which differed considerably across schemes and seasons.
