A Phenomenological Analysis of Street Vending Regulations and their impact on informal economies in Kitwe.

Abstract Street vending is a critical livelihood strategy in urban and peri-urban Zambia, particularly in Kitwe, where informal trading sustains household consumption and supports local commerce. However, this participation occurs within a context of increasing governance interventions, including bylaws, licensing systems, enforcement practices, and spatial planning measures. Regulations, though framed as instruments of orderliness, public health, and economic development, often produce uneven effects on vendors’ survival and inclusion. This study explores how vendors perceive, interpret, and respond to regulatory practices, situating regulation within their lived realities. A qualitative phenomenological approach was employed to foreground vendors’ experiences. Data were collected through semi-structured interviews, focus groups, and direct observation, enabling both individual and collective perspectives to be documented. Findings reveal constant tension between restrictive rules and the order they bring. Regulations influence trading locations, mobility, pricing, and investment decisions, while generating fear, anxiety, and exclusion. Vendors respond through adaptive strategies such as relocation, solidarity, and informal negotiation, highlighting both vulnerability and resilience. Regulation is not only imposed but also actively negotiated in daily practice. By situating regulation within vendors’ life worlds, the study contributes to debates on urban governance and informal economies, offering insights for context-sensitive policy that balances oversight with equitable participation.
