Inclusiveness in Education: Towards a Holistic and Sustainable Model for India

Abstract This study highlights that education is the foundation of any nation's advancement, and that education can be transformative only if it is inclusive in nature. The Indian Knowledge System, grounded in Sarvajan Hitaaya (welfare of all) and reflected in Sarva Shiksha Abhiyan (education for all), affirms this by perceiving learning as experiential, holistic, equitable, and collective. Nonetheless, social, economic, cultural, and structural barriers still prevent a large proportion of learners from accessing and succeeding in formal education systems. This paper examines inclusiveness in education not simply as a new policy agenda but as an ethical and developmental imperative for sustainable societies. It reviews existing policy frameworks, including the Right to Education Act (2009), Sarva Shiksha Abhiyan, Samagra Shiksha, NEP 2020, and NCF 2023, alongside comparative models from the West and Europe. The paper investigates the barriers to, and innovations in, mainstreaming inclusivity, and focuses on the role of CBSE and NCERT in rethinking curriculum, assessment, teacher professional learning, and socio-economic support systems for marginalised learners. In conclusion, it proposes a way forward for a holistic and sustainable model of inclusive education for India, built around equity, quality, and lifelong learning, as identified in Sustainable Development Goal 4.
