| Abstract | It is clear that today, engineering-based organizations rely heavily on the management of technical resources with HR resources, the expertise of which are becoming increasingly more important when combined effectively. Historically, work in engineering focused much of its investigation on technical capability, operational effectiveness, innovation, problem solving, project performance, and so forth, while human resource management work has addressed employee growth, motivation, expertise acquisition, retention, commitment and performance. Such studies were typically isolated, consequently leaving a gap between research related to HR and engineering capability relating to how they influence organisational performance. Here we propose a framework that synthesizes engineering capability and HRM towards achieving organisational outcomes, based on managerial processes. We maintain that simply investing in technical experts alone will not guarantee organisational performance gains. Instead we put forward that the translation of engineering competence into organisation value must rely upon systems in recruitment, skill enhancement, expertise transfer, supervisory behaviour, worker motivation, and reward mechanisms. Indeed, we add that both the association between engineering capability and organisational performance is mediated by HR systems, that this relationship may be moderated, enhanced, or depleted by managerial approaches and that it is necessary that engineering skill be developed as an organisational asset that has become so valuable for the pursuit of long-term organisational goals. For research, which is now considered of significance is to test this linkage. The intent of the research that presented is for bridging the gap between the interdisciplinary areas of both knowledge management, HRM, and engineering expertise on an individual to an organisational level, where engineering expertise is viewed as knowledge-based human capital the capability of which needs to be strategically managed. |
