Artificial Intelligence and Its Impact on Building an Effective Cybersecurity Protection Framework An Analytical Legal Study in Light of Saudi Legislation, International Standards, and Governance Frameworks

| Abstract | This study examines the impact of artificial intelligence on building an effective cybersecurity protection framework from a legal and analytical perspective in light of Saudi legislation, international standards, and risk governance frameworks. The research addresses the central question of whether the existing legal and regulatory frameworks are sufficient to govern the use of artificial intelligence in cybersecurity while maintaining an appropriate balance between cybersecurity requirements, personal data protection, transparency, and legal accountability. The study adopts both the descriptive-analytical and comparative approaches by analyzing the Saudi regulatory framework and comparing it with leading international standards, particularly ISO/IEC 27001:2022, ISO/IEC 27005:2022, ISO/IEC 42001:2023, the NIST Cybersecurity Framework (CSF 2.0), the NIST AI Risk Management Framework (AI RMF 1.0), and the European Union Artificial Intelligence Act (AI Act). The findings demonstrate that artificial intelligence has become a fundamental component of modern cybersecurity systems, significantly enhancing threat prevention, early threat detection, incident response, cyber risk management, and business continuity. The study further concludes that the effectiveness of AI-enabled cybersecurity does not depend solely on technological advancement but rather on the existence of an integrated governance framework encompassing legal compliance, institutional governance, and comprehensive risk management. Moreover, the research reveals that Saudi Arabia has established an advanced regulatory environment for cybersecurity and personal data protection that is broadly consistent with contemporary international approaches. Nevertheless, the rapid evolution of AI applications necessitates a more specialized legal framework addressing AI governance, legal liability, algorithmic transparency, human oversight, and AI risk assessment. The study concludes that establishing an effective cybersecurity framework in the era of artificial intelligence requires the integration of advanced technologies, sound legal regulation, and robust risk governance. Such integration ensures the responsible use of artificial intelligence, strengthens cybersecurity resilience, safeguards fundamental rights and freedoms, and supports the objectives of digital transformation and Saudi Vision 2030. |
