India's Strategic Autonomy and the US Alliance Network: A Comparative Study of India-US Défense Relations.

This study examines the dynamic interplay between India’s foundational foreign policy doctrine of Strategic Autonomy and its expanding defense convergence with the United States amidst shifting geopolitical dynamics in the Indo-Pacific. Unlike traditional United States treaty allies that operate under mutual security guarantees (e.g., NATO partners, Japan, South Korea), India adheres to a policy of multi-alignment, seeking issue-based security partnerships while preserving complete sovereign independence in foreign policy decision-making. Through a comparative analytical framework, this paper evaluates how New Delhi integrates into US-led defense architectures—facilitated by foundational logistical agreements (LEMOA, COMCASA, BECA), key institutional platforms such as the 2+2 Ministerial Dialogue, and high-technology co-production frameworks (iCET and INDUS-X)—while simultaneously maintaining legacy defense reliance on Russia and participating in non-Western multilateral institutions like BRICS and the Shanghai Cooperation Organisation (SCO). The research critically assesses the systemic friction between Washington’s traditional expectations of military alignment and India’s structural imperative for sovereign policy manoeuvring. Ultimately, the paper argues that India-US defense ties represent a paradigm shift in 21st-century international relations: a functional "strategic partnership without alignment" that balances mutual security objectives against regional threats while maintaining India's enduring multi-alignment strategy.
