| Abstract | This study critically evaluates the effectiveness of India's educational policies in supporting social justice, equity, and inclusivity for under-represented groups, especially the minorities, Scheduled Castes, Scheduled Tribes, and Other Backward Classes. The study examines how different national programmes, particularly the National Education Policies of 1968, 1986, and 2020, have addressed structural gaps in access, retention, and learning outcomes within the framework of the constitutional ideal of equality and justice. The study is based on a qualitative, interpretivist research paradigm, using a thematic analysis of academic literature, policy papers, and national reports, and aims to find discrepancies between the goals of policies and their actual implementation. The findings show that although subsequent policies have, in theory, made admirable efforts, problems still exist because of socioeconomic limitations, a lack of political will, and inadequate oversight and monitoring systems. The study comes to the conclusion that in order to change India's educational system and make it one that genuinely serves all the classes of society fairly, it is imperative that the government maintain its commitment by way of fair monitoring and evaluation systems, engage the stakeholders from the under-represented groups in making policy directives and in the institutional decision-making bodies, allocate resources strategically, and implement inclusive teaching methods and pedagogical training in the teacher training curricula. |
