The Role of Bulk Procurement Models in Reducing Educational Costs in Indian Schools: A Systematic Review of Cost Efficiency, Supply Chain Strategies, and Institutional Outcomes

Abstract Educational institutions in India face increasing pressure to manage rising operational costs while maintaining the quality, accessibility, and availability of essential educational resources. Procurement represents a significant area through which schools can improve financial efficiency and resource utilization. This systematic review examines the role of bulk procurement models in reducing educational costs in Indian schools, with particular emphasis on cost efficiency, supply chain strategies, institutional outcomes, and sustainability. Drawing on academic literature, government reports, international institutional publications, and procurement frameworks, the study examines centralized, decentralized, cluster-based, consortium, and digitally enabled procurement models. The review identifies economies of scale, improved supplier negotiation, reduced transaction costs, logistics optimization, inventory management, and standardization as key mechanisms through which bulk procurement can generate cost efficiencies. However, the effectiveness of these models depends on demand forecasting, quality control, storage capacity, supplier diversity, regulatory compliance, and institutional governance. The analysis further highlights the growing importance of e-procurement platforms, data analytics, enterprise resource planning systems, and artificial intelligence in improving procurement decisions. Comparative evidence suggests that collaborative and digitally supported procurement can strengthen administrative efficiency and resource availability when appropriately governed. The study concludes that strategically designed bulk procurement can contribute to financially efficient, sustainable, and equitable school management, while emphasizing the need for stronger empirical evidence from Indian K–12 institutions.
