Beyond Account Ownership: Assessing the Depth and Quality of Digital Financial Inclusion in Rural Bihar through Digital Payment Adoption

Abstract The rapid diffusion of digital payment infrastructure has changed the institutional architecture of financial inclusion in India. Yet the existence of a bank account, mobile phone, debit card or digital-payment application does not necessarily indicate that a household is meaningfully included in the formal financial system. This paper develops a multidimensional framework for examining the depth and quality of digital financial inclusion among rural households in Bihar, with a proposed empirical application to Lakhisarai district. The study moves beyond an account-ownership perspective by distinguishing financial access, digital-payment adoption, usage intensity, digital capability, trust and security, financial autonomy, and economic outcomes such as formal saving and access to formal credit. The conceptual framework integrates the Technology Acceptance Model, the financial inclusion literature, the digital-divide perspective, and a capability-oriented view of financial participation. The research proposes a mixed-method household study using a multi-stage sample of approximately 640 households. The sample calculation begins with Cochran's formula for an unknown population proportion at a 95 percent confidence level and five percent margin of error, producing a minimum of 384 completed observations; an assumed design effect of 1.5 and a ten percent non-response allowance yield a field target of approximately 640 households. A structured questionnaire is developed around household characteristics, account access, mobile and internet connectivity, digital literacy, UPI/AePS usage, trust and security, savings, borrowing, financial autonomy and perceived outcomes. The proposed quantitative analysis uses descriptive statistics, reliability analysis, exploratory factor analysis, principal component analysis, correlation, logistic regression, ordinary least squares or generalized linear models as appropriate, and diagnostic tests for multicollinearity, heteroskedasticity and model specification. The paper does not fabricate empirical results. Instead, it specifies testable hypotheses and a transparent analysis plan capable of generating evidence on whether digital payment adoption is associated with deeper financial inclusion. The research contributes to the literature by shifting attention from the number of accounts and transactions towards the quality of financial participation and by placing gender, digital capability, connectivity reliability and institutional trust at the centre of rural digital-finance analysis.
