Abstract Public schools provide continued professional development, but there are still gaps between policy goals and classroom practice. This study determined the implementation of Development Education programs along objectives and content integration, teaching strategies, instructional materials and monitoring evaluation and mechanisms in selected public schools in Lapu-Lapu City. The study used a mixed-methods approach, obtaining quantitative survey data and qualitative interview data. The quantitative results indicated that the program implementation was “Fully Implemented” in terms of objectives (M=3.3206), teaching techniques (M=3.3016) and monitoring mechanisms (M=3.3778) but was hampered by instructional resources which were only “Much Implemented” (M=2.8825). The overall competency profile of teachers leans toward “Proficient” (M = 3.1318), leaning on peer-led Learning Action Cells (M = 3.3300) and mentorship from master teachers (M = 3.4000) than self-directed research (M = 3.1667). Inferential research revealed three institutional dynamics: training-driven (Marigondon), structural compliance (Babag) and decoupling policy-practice (Maribago). The qualitative results showed several major obstacles such as excessive ancillary workloads, limited time and obsolete textbooks. Consequently, program sustainability requires ecosystem-specific, resource-supported interventions rather than one-size-fits-all training, serving as the basis for a proposed enhanced professional development plan.
