The Ethanol Paradox: Industrial Pollution, Public Health, and Environmental Governance Failure in Byrnihat

| Abstract | Byrnihat sits on the Assam–Meghalaya border in a region better known for forests than smog, yet it has become one of the most polluted towns on earth. This paper examines why: a valley shape that traps emissions, close to eighty factories crammed into a small industrial belt, a sharp rise in respiratory illness among residents, and a genuine irony in the fact that some of those factories produce ethanol marketed nationally as a clean fuel. It also examines why almost nothing has fixed the problem, mainly because the industrial cluster sits astride a state border, and Assam and Meghalaya have spent more energy disputing whose air is dirtier than actually cleaning it up. Drawing on air quality data, government health figures, and reporting from journalists and pollution boards on both sides of the border, the paper argues that Byrnihat is not simply a story about one bad factory. It is a story about what happens when national development goals, weak enforcement, and an unresolved jurisdictional split all land on the same small valley at once. |
