Beyond the Capital: Examining the Impact of Decentralized Governance and Legal Frameworks on Fostering Local Startup Ecosystem in Bangladesh – A Case Study of Sylhet Division

Abstract | Bangladesh's burgeoning startup ecosystem, while exhibiting significant growth, remains heavily centralized in Dhaka. This thesis investigates the critical role of decentralized governance and the influence of national legal frameworks, as interpreted and implemented at the local level, in fostering a vibrant startup ecosystem in regions beyond the capital, with a specific case study of Sylhet Division. It argues that while national policies provide a foundational legal structure, genuine decentralization, characterized by empowered local governments with financial autonomy and tailored policy implementation, is crucial for addressing unique regional challenges and leveraging local opportunities to cultivate sustainable entrepreneurial growth. This research will explore the existing governance structures, relevant legal instruments, prevalent challenges, and inherent opportunities within Sylhet, ultimately proposing a comprehensive set of recommendations for policymakers to strategically nurture its burgeoning startup scene, contributing to a more equitable and inclusive national economic development. |
