| Abstract | Artificial intelligence has come to light as a foundational technology to build modern governance, healthcare, finance, education, national security, and everyday life. The rapid advancement-from rule-based systems to deep learning and autonomous decision-making-has brought unprecedented benefits in efficiency, accuracy, automation, and large-scale data analysis. However, this progress has also produced profound legal, ethical, and technical challenges that traditional regulatory systems are not designed to handle. Issues ranging from data privacy violation, algorithmic discrimination, biases arising from non-representative datasets, to opaque black-box decision-making; cybersecurity vulnerabilities relating to adversarial attacks or data poisoning; misdiagnosis in healthcare; liability gaps in autonomous vehicles; and the rise of deepfakes raised serious questions about safety, equity, and accountability.
