A Study on Issues and Challenges of New Education Policy NEP 2020 in Higher Education and the Comparison between NEP-2020 and NEP-2024

| Abstract | The National Education Policy (NEP) 2020 marked a significant reform in India’s higher education system by emphasizing multidisciplinary learning, flexibility in curriculum, academic bank of credits, skill-based education, and the integration of technology. The policy aims to improve quality, equity, access, and global competitiveness of Indian higher education institutions. However, despite its progressive vision, NEP 2020 faces several issues and challenges in implementation. Major challenges include inadequate infrastructure, shortage of trained faculty, digital divide, financial constraints, uneven institutional readiness, and difficulties in aligning traditional universities with multidisciplinary and flexible academic structures. Additionally, concerns related to autonomy, assessment reforms, regional disparities, and slow adoption of technology have affected effective execution at the ground level. In response to emerging challenges and the need for faster implementation, the New Education Policy 2024 has been introduced as a refined and implementation-oriented extension of NEP 2020. NEP 2024 places greater emphasis on execution mechanisms, outcome-based education, industry–academia collaboration, employability, digital governance, and monitoring frameworks. It seeks to strengthen faculty development, enhance funding models, and ensure inclusivity through targeted digital and regional support. This study provides a comparative analysis of NEP 2020 and NEP 2024 in the context of higher education, highlighting the continuity of core objectives as well as the strategic shifts in policy focus. The comparison reveals that while NEP 2020 laid a strong conceptual foundation, NEP 2024 aims to address practical challenges by reinforcing implementation, accountability, and measurable outcomes. The study concludes that effective realization of policy goals depends on coordinated efforts among institutions, policymakers, and stakeholders to bridge gaps between policy intent and practice. |
