Ethical Governance Models for Generative AI Systems in India

| Abstract | Generative Artificial Intelligence (GenAI) has rapidly become an influential force in India’s digital transformation, shaping sectors such as governance, education, healthcare, finance, agriculture and the creative industries. Its ability to generate human-like text, images and multimodal content holds enormous promise for improving efficiency and broadening access to knowledge. However, this technological progress also brings risks related to bias, misinformation, data privacy, security, intellectual property, linguistic underrepresentation and the marginalization of vulnerable groups. India’s socio-cultural diversity, demographic scale and evolving regulatory frameworks create a unique context in which generative AI must be governed responsibly. This paper examines the ethical governance landscape for generative AI in India, identifies challenges and policy gaps, analyzes international approaches and proposes a context-specific, multi-layered governance model that aligns with India’s constitutional values, development goals and democratic principles. The analysis underscores the importance of combining regulatory oversight, technical safeguards, institutional accountability and community participation to ensure that generative AI contributes to inclusive and trustworthy technological progress. |
