Governance-Driven Assessment of Digital Systems in Local Enterprise Growth: A Public Administration Perspective

| Abstract | This study investigates the role of governance in enhancing institutional performance through the adoption of digital platforms across land titling and enterprise service sectors. Grounded in a governance-driven framework, it examines how public administration structures influence digital transformation, particularly within developing economies where small and medium-sized enterprises face persistent structural and technological constraints. Employing a systematic literature review, the study synthesizes multidisciplinary evidence on digital governance, ICT adoption, and public sector innovation to identify key drivers and barriers to effective digital integration. The findings indicate that robust governance mechanisms characterized by transparency, accountability, regulatory coherence, and stakeholder collaboration significantly improve the performance and adoption of digital systems. In land administration, digitalization enhances efficiency, reduces processing time, and strengthens tenure security. In enterprise services, digital platforms improve accessibility, operational productivity, and market competitiveness. However, implementation challenges remain, including limited digital infrastructure, capacity gaps, fragmented institutional coordination, and emerging concerns on data privacy and ethical governance of digital technologies. The study highlights the necessity of integrated digital ecosystems that align technological innovation with institutional capacity and policy direction. It proposes adaptive governance strategies, targeted capacity-building programs, and context-responsive regulatory frameworks to support sustainable digital transformation. This research contributes to the public administration and digital governance literature by advancing a multi-sectoral perspective on how governance quality shapes digital outcomes and institutional performance in developing contexts. |
