Urban Security and Women’s Safety: A Public Administration Review of SHE Teams Using Secondary Data.

Abstract The high rate of urbanization in India has escalated the issues of women safety in the street, and the new and reactive governance systems are demanded. This paper focuses on analyzing the concept of the SHE Teams which is a gender-sensitive policing program portended by the Hyderabad City Police in the context of a suburban urban governance and administration. The research design is descriptive and analytical with the conclusions made based on secondary data (government reports, NCRB statistics, official police records, etc.) as well as peer-reviewed research. The administrative structure, strategies of operation and the effects of SHE Teams on the safety of urban women are evaluated using content, trend and comparative analysis. The results have shown that active patrol-based response by SHE Teams has helped reduce severe sexual harassment in target urban hotspots by 27 percent without causing an increase in crime rates. The project shows that preventive policing, institutional specialization and police visibility are effective in preventing violence that is gender-based. Nevertheless, the policies concerning administrative capacity, inter-agency, limitations of data, and scalability challenges exist. The paper has made a contribution in the field of public administration by establishing SHE Teams as institutional innovation in the security governance of the urban setting. It provides policy-relevant information on how gender responses can be made police-strong and assists in the emulation of the same in other Indian cities.
