| Abstract | Public policy and local governance connect government priorities with the everyday needs of citizens. In India, the 73rd and 74th Constitutional Amendments established a constitutional foundation for rural and urban local bodies. However, effective decentralisation continues to depend on the devolution of functions, funds and functionaries, administrative capacity, citizen participation and accountability. This paper examines the relationship between public policy and local governance through a descriptive and analytical review of constitutional provisions, official reports and selected academic literature. Its framework draws on decentralisation, participatory democracy, good governance and institutional approaches. The analysis highlights fiscal dependence, limited staffing, uneven participation and administrative fragmentation as important constraints. It argues that local bodies should be treated not merely as implementing agencies but as democratic institutions that identify local needs, shape priorities, monitor services and contribute to policy learning. Stronger fiscal capacity, transparent administration, inclusive participation and outcome-based evaluation are essential for improving local governance. |
