Abstract Abstract:

Tourism has increasingly emerged as a potential driver of economic diversification, employment generation, infrastructure investment and regional development. In Telangana, the sector offers opportunities to expand economic activity beyond Hyderabad by integrating heritage, religious, ecological, cultural, medical, business and rural tourism into a diversified development strategy. This study examines the potential contribution of tourism to Telangana's economic development through an analysis of historical tourist-arrival trends, government tourism statistics, policy objectives and the economic linkages connecting tourism with employment, investment and local enterprise development. The study adopts a descriptive and analytical research design based on secondary data from government publications, tourism statistics and policy documents. Official state-level statistics indicate that domestic tourist arrivals increased from approximately 7.2 crore in 2014 to 8.3 crore in 2019, while foreign tourist arrivals increased from approximately 75,171 to 3.23 lakh during the same period. The COVID-19 pandemic subsequently disrupted tourism activity. Separately, Ministry of Tourism statistics recorded 58.448 million domestic tourist visits and approximately 161,000 foreign tourist visits in Telangana in 2023. Differences in statistical series and reporting coverage require caution when interpreting these figures as a continuous time series. Telangana's Tourism Policy 2025–30 subsequently established targets of Rs.15,000 crore in new investment, three lakh additional employment opportunities and a tourism contribution of 10 per cent or more of state GDP. These are policy targets rather than demonstrated outcomes. The study argues that the developmental contribution of tourism depends not merely on visitor numbers but also on expenditure per visitor, length of stay, local procurement, employment quality and the geographical distribution of tourism-related investment. It proposes an integrated policy framework involving tourism circuits, local supply-chain development, improved connectivity, skills formation, responsible private investment and district-level monitoring. The study concludes that tourism can become an important growth engine for Telangana if policy implementation is evaluated through measurable economic, social and environmental outcomes.
